Eva Johnson Speaker Biography

For ten years, Eva Johnson has advised and advocated on behalf of hospitals and other health care providers and suppliers, trade associations, insurers, and universities on regulatory, transactional, legislative, and government enforcement matters. Her practice focuses on Medicare and Medicaid reimbursement, regulatory compliance, health care and delivery system reform, academic medical center affiliations, and administrative and judicial appeals.

Eva routinely assists clients in identifying and implementing Medicare and Medicaid funding opportunities and analyzing related compliance risks. She regularly tracks trends and developments in Medicaid waivers, offering particular insight into the evolving and often unwritten policies of the Centers for Medicare & Medicaid Services, particularly as it relates to funding for delivery system reform, uncompensated care, payment innovation, and Medicaid expansion. Eva also has significant experience in federal legislative and administrative advocacy, working with clients to assess the range of legal and political options available, draft advocacy materials and legislative language, comment on proposed regulations, and where necessary, challenge problematic agency rules and policies in court. Eva also regularly advises clients on the applicability of fraud and abuse laws in a variety of contexts, as well as federal requirements related to overpayments and the frequently changing and increasingly expansive federal False Claims Act.

Eva joined Eyman Associates in 2013 after six years in the Health Care Group at Ropes & Gray, LLP. Prior to entering law, Eva worked as a research associate at the Advisory Board Company, a Washington, DC-based research and consulting firm, and served as a Rappaport Fellow for Law and Public Policy in the office of Massachusetts Senator Susan Fargo.
