Ken Bouvier Speaker Biography


Bouvier is the Fire Chief/Executive Chief Officer/Paramedic at Westwego Fire Department. Known nationally/internationally as a professional speaker. Careers began in 1975 as a volunteer. Served as Monsanto Fire Chief for 37 years. Coincidingly, he served New Orleans EMS 33 years and retired as Deputy Chief, serving as EMS Command for New Orleans major events Mardi Gras/Super Bowls/Hurricanes and managed the crews and appeared on the A&E Television Show NIGHTWATCH. Served as NAEMT President 2004-2006.

The recipient of major awards, 1989-NAEMT EMT of the Year, 2008-Morando Lifetime Achievement, 2019-Louisiana EMS Lifetime Achievement, - 2022 Westwego Firefighter of the Year.

Bouvier has extensive education in Fire/ EMS / Hazardous Materials and has made written contributions in 14 EMS textbooks, authored 3 video tapes and serves on the EMS World Editorial Advisory Board.

Commanding Chaos During Mass Casualty Incidents
Weather, terrorist incidents, and school shootings have created unusual chaos for EMS providers worldwide, and preplanning is key to successful outcomes. Lack of preplanning and communication leads to failure. MCIs are incidents with lots of people, patients, and problems that place excessive demands on EMS personnel, equipment, and systems. Better known as chaos. This session will identify common MCI’s including high-rise fires, gang violence, multi-car pileups, school shootings, forest fires, and weather incidents (e.g., tornados, hurricanes, floods, earthquakes, snowstorms). Mass casualty events can occur anywhere including concerts, sporting events, parades, holiday celebrations, music festivals, protests, and spring break. Participants will better understand incident command structure (ICS) for EMS and the importance of the unified command system. We will look at the different roles of responders and how working together can help manage incidents with less confusion, stress, and problems. We will also discuss the National Incident Management Systems (NIMS). Participants will have the opportunity to participate in a table-top MCI using ICS for EMS while organizing chaos.

Managing School Bus Crashes
This session is designed to help Fire / EMS better understand how to manage School Bus Crashes. Daily in the United States an average of 480,000 yellow school buses, transport approximately 25 million students to and from school. Although school buses are the most regulated vehicles on the highway, incidents involving school buses occur daily and often create major problems. School buses are designed safe with roll over and high crush protection. The bus is painted yellow for high visibility and equipped with flashing red & yellow lights, cross view mirrors and red flashing stop signs. Some buses are equipped with video surveillance cameras both on the inside and outside to record incidents, but with all of these safety features in place Managing a School Bus Incident is a difficult and challenge for Fire / EMS. We will review the National Safety Council (NSC) crash data. Using a unique power point presentation, we will also discuss school bus designs, the types of injuries you can expect, how patients are triaged, patient tracking, reunification, school bus crash management and understanding the importance of working together with law enforcement, fire department and school system representatives.
